A Read and Publish Agreement, also known as a Transformative Agreement, is a contract between a university library, consortium, or research institution and a publisher that combines subscription access with open access publishing rights. It is a transformation of the business model of publication in which open access charges – Article Processing Charges (APC) – are encompassed within the online database subscription fees that the library pays to the publisher. This enables the shift from being subscription–based reading to open access publishing.
Article Processing Charges (APC) are publication fees that are charged by publishers to cover the cost (editing, peer review, hosting, archiving, preservation) of making an article open access.
Eastern Mediterranean University Özay Oral Library has institutional memberships to; Anatolian University Libraries Consortium (ANKOS – Türkiye) and Scientific and Technological Research Council of Türkiye (TÜBİTAK) – Turkish Academic Network and Information Center (ULAKBİM) – National Academic License for Electronic Resources (EKUAL). Thanks to these institutional memberships and related online database subscriptions, our library has Read and Publish Agreements (Transformative Agreements) with some publishers that allow Eastern Mediterranean University researchers to publish their articles as open access in eligible journals without paying Article Processing Charges (APC waiver).
To be eligible for the mentioned open access publishing benefits, any author affiliated with our university, including academic staff and registered students at all levels (undergraduate and graduate), must be the corresponding author of the article. For multi–authored articles, in order to benefit from the Article Processing Charge (APC) waiver and/or discounts for open access publishing, the corresponding author's institution must be included in the relevant Read and Publish agreement.
In addition to these agreements, our Library also has some deals which open access publishing discounts are offered at the Article Processing Charges (APC discounts).

Within our library's Springer Nature – BioMed Central (BMC) Journals subscription, academic staff and registered students (undergraduate and graduate) of Eastern Mediterranean University can publish their articles as open access in eligible BioMed Central (BMC) journals with Article Processing Charge (APC) discount.
To make use of the open access publishing options by using an Article Processing Charge (APC) discount opportunity, any author limited to academic staff and students at our university must be the corresponding author of the article.

Article Processing Charge (APC) Waiver / Discount Details for Open Access Publishing: Highly Discounted. Article Processing Charge. (APC) = 75 % discount will be applied on the Article Processing Charges (APC) for BioMed Central (BMC) journals.
Quota for Articles Covered by APC Waiver / Discount: No quota / Unlimited. There is no limit on the number of articles that may be published under this agreement.
Eligibility for Article Processing Charge (APC) Waiver / Discount: Academic staff and registered students at all levels (undergraduate and graduate) of Eastern Mediterranean University are eligible. The author must be the corresponding author and must use an institutional EMU e–mail address (............@emu.edu.tr) throughout the publishing process.
Funding / Support: This open access publishing opportunity, including an Article Processing Charge (APC) waiver, is offered through the Scientific and Technological Research Council of Türkiye (TÜBİTAK) – Turkish Academic Network and Information Center (ULAKBİM) – Türkiye.
Article Submission, Evaluation and Acceptance: Articles submitted for open access publication are evaluated by the respective publisher, and those that meet the established criteria are approved within the system.
Publication Types: Journals
A pilot application was initiated for BioMed Central (BMC) journals of Springer Nature, which are not covered by Springer Nature – TÜBİTAK Read & Publish Agreement. Our university researchers will be able to publish their articles as open access in BioMed Central (BMC) journals by paying 25 % of the Article Processing Charges (APC).
Multiple Authors: For multi–authored articles, in order to benefit from the Article Processing Charge (APC) discounts for open access publishing, the corresponding author's institution must be included in the relevant Read and Publish agreement.

Within our library's SAGE Publishing subscription, academic staff and registered students (undergraduate and graduate) of Eastern Mediterranean University can publish their articles as open access in eligible hybrid SAGE journals with Article Processing Charge (APC) discount. APC (Article Processing Charge) will be applied as 200 GBP for the types of publications covered by the agreement.

The agreement covers only SAGE Choice Hybrid Journals. Gold Open Access journals are not covered under the agreement.
Authors in subscription journals do not need to take any action to benefit from this offer. Sage will contact all eligible authors (corresponding authors affiliated with the participating institutions of the consortium) to inform them of the agreement and invite them to the Sage Open Access Portal to take up the offer as soon as their accepted article has been received into Sage's Production department.
