A
“Read and Publish" agreement, also known as a "Transformative" agreement, is a contract negotiated between a specific university library or research institution and a publisher. It is a transformation of the business model of publication in which open access charges are encompassed within the subscription fees that the library pays to the publisher. This enables the shift from being subscription-based reading to open access publishing.
Eastern Mediterranean University researchers may publish their articles as open access manner without any payment (or highly discounted) in journals which are within the, Read and Publish (Transformative) agreements. Thanks to these agreements authors will be able to submit and publish their articles as open access in appropriate journals, without paying any Article Processing Charge (APC) (or highly discounted). (Authors submitting articles for publication in journals in these agreements will not be charged fees as the costs for open access publishing - (or highly discounted)).
Within the scope of the Read and Publish Agreements (Transformative Agreements) made with companies through the Anatolian University Libraries Consortium (ANKOS - Türkiye) and TÜBİTAK – ULAKBİM, EKUAL (National Academic License for Electronic Resources), of which our University Library is among the members; American Chemical Society (ACS), Association For Computing Machinery (ACM), Cambridge University Press (CUP), Institute of Physics (IOP), Oxford Journals Online (OJO), Wiley Journals and Springer Nature journals are available for publishing articles as open access manner without any Article Processing Charge (APC), and Sage journals are available for publishing articles as open access manner at discounted prices. 5. Oxford Journals Online (OJO)
Discount Rate / Amount for Open Access Publishing: %100 Free (No Charges) for some journals and 15 % discounted for per article in some journals.
Within the scope of our library's Oxford Journals Online (OJO) subscription, our university researchers can publish their articles in Oxford's Hybrid Journals and some Gold Open Access Journals without paying Article Processing Charge (APC). This open access publishing opportunity is provided within the scope of Anatolian University Libraries Consortium (ANKOS - Türkiye).
· Corresponding Authors affiliated with our University will be able to publish unlimited open access publications, in the Hybrid Journals and in some Gold Open Access Journals within the Oxford Journals Online (OJO) 2024 Journal Collection, without charging the Article Processing Charge (APC). The publication types can be; research articles, review articles, brief reports and case reports.
· 15 % Article Processing Fee (APC) discount will be applied to publications in some Open Access Journals.

TÜBİTAK – ULAKBİM's 2024 Wiley Read and Publish Agreement (Transformative Agreement) for Gold Open Access journals is pending since all tokens for 2023 are used.
The efforts to close the 2023 account and activate the 2024 account continue. The process will be completed as soon as possible and the 2024 account will be activated.
During this transition period, we recommend that the articles to be submitted to Gold Open Access Journals be held or that the article be submitted to a Hybrid Open Access Journal.

7. Springer Nature Publishing

A Read and Publish Agreement (Transformative Agreement) starting 01 January 2024 has been signed between Springer Nature and TÜBİTAK - ULAKBİM. The agreement covers; 01.01.2024 – 31.12.2026.
Thanks to this agreement, the opportunity to publish open access articles in Springer Hybrid journals will be provided for our university researchers. With this Read and Publish agreement, our university's authors will have the right to publish their articles open access and their fees will be covered by TÜBITAK.
More than 200 institutions in Türkiye are participating in the transformative agreement (TA) between Springer Nature and TÜBİTAK; meaning that corresponding authors affiliated with participating institutions are eligible to publish their articles Open Access (OA) with fees covered, in Springer Nature's portfolio of Springer hybrid journals. In addition, you can enjoy full access to all Springer, Adis, Palgrave, Academic Journals and Nature portfolio subscription journal content.
The publication of the responsible author whose article is accepted in the journals in question will be placed in the order of arrival of the publication, if the author wishes. Articles that meet the criteria determined by TÜBİTAK within the country publication quota determined during the year will be approved in the system after evaluations.
What Authors Need to Know:
· The researcher must be the corresponding author of the article
· Article types covered by the agreement: Original Paper, Review Paper, Continuing Education
· After the article is accepted for publication, researchers must introduce themselves to the system during the author identification process. During this process, researcher must be directly affiliated with the selected institution

8. SAGE Publishing
Discount Rate / Amount for Open Access Publishing: Highly Discounted - 200 GPB per article highly discounted rate
Within the scope of our library's SAGE Journals subscription, our university researchers can publish their articles open access in SAGE Premier Hybrid journals paying; highly discounted rate of 200 GBP APC (Article Processing Charge). This open access publishing opportunity is provided within the scope of Anatolian University Libraries Consortium (ANKOS - Türkiye).
Sage Publishing has an agreement with Anatolian University Libraries Consortium (ANKOS - Türkiye) to publish articles open access. The agreement for participating organizations will be valid until December 31, 2024. The details of the agreement are as follows:
For our University, to qualify for the agreement, the corresponding author must be affiliated with EMU and have an article accepted for publication until December 31, 2024.
Subscription Journals: Corresponding authors publishing an article in 900+ subscription journals in the 2024 Sage Premier package which offers hybrid open access publishing (Sage Choice), can be published open access at a highly discounted rate of 200 GBP. Charges other than the author article process charge (APC) may still apply, please refer to individual journal submission guidelines.
The corresponding author must be affiliated with EMU participating in the license agreement for their article to qualify for the article processing charge (APC) discount.
Authors in subscription journals do not need to take any action to benefit from this offer. Sage will contact all eligible authors (corresponding authors affiliated with the participating institutions of the consortium) to inform them of the agreement and invite them to the Sage Open Access Portal to take up the offer as soon as their accepted article has been received into Sage's Production department.
